– Health and Safety Manager (Chief of Safety Manager) (2100297) nn nn Job Description nn nn DynCorp International LLC nn nn Health and Safety Manager (Chief of Safety Manager) nn nn 2100297 nn nn n Primary Location n : UNITED STATES-TEXAS-FORT WORTH nn nn Security Clearance: Secret nn nn Job Summary nn nn The CBP Health and Safety Manager (Chief of Safety Manager) will develop, implement, manage and maintain effective Safety Management System (SMS) for the Customs and Border Protection (CBP) National Aviation Maintenance and Logistic Services (NAMLS) contract.

Responsible for executing Corporate EH&S Director’s strategies that support the Company’s business strategies and activities; and developing and maintaining a safety culture that drives continuous improvement.

Located in the Program Management Office (PMO) the Chief of Safety monitors operations for compliance with safety standards at all reporting sites.

Responsible for conducting initial and follow-on gap analysis across the program in an on-going effort to establish a culture of best practices in environmental, health and safety policies.

Establish and chair a Safety and Health Council across the program to gather and disseminate safety information.

Oversee Regional Safety Managers in the conduct of monthly safety briefs to Branch and Site Managers.

This position will chair and be a key member of the Safety Committee.

nn nn Principal Accountabilities nn nn (Typical duties include the following, although specific duties vary by assignment or contract) nn Work collaboratively with corporate Quality & EHS to develop, implement and sustain a behavioral quality-based program and ensure consistent practices and deliverables meet quality standards.

Manages/Develops safety policies and procedures supporting the CBP NAMLS contract.

Oversees and enforces compliance with all OSHA and EPA regulations pertaining to Company operations while maintaining awareness of OSHA and EPA amendments and making recommendations for their implementation.

Lead and guide improvement initiatives and make high-value improvements across the program.

Implement corporate-sponsored best practices for safety and health quality assurance processes; develop and utilize benchmark-based metrics; and develop and maintain reporting on these measures to ensure continuous improvement and provide needed information to internal and external stakeholders.

Prepare, maintain, enforce, and update safety procedures to drive performance using ISO standards across all aspects of the Program.

Provide oversight of ES&H Programs and integrate them into the QMS.

Conduct regular technical reviews of all ongoing improvement projects and conduct thorough audits of projects in the closure phase.

Maintain accurate OSHA recordkeeping documentation and provide periodic updates to corporate EHS.

Direct safety and health training and implementation.

Prepare and submit functional area deliverables on schedule in accordance with requirements.

Empower workforce with stop work authority for safety and health breaches.

Provide oversight to the program employee safety committee.

Ensure compliance with policies and procedures and provide guidance on related disciplines.

Seek, share and assist in institutionalizing best practices.

Establish and track progress toward meeting the goals and objectives of process improvement initiatives.

Conduct audits and inspections to ensure compliance with DI policies and procedures and implement corrective actions as required.

Participate in the identification and implementation of continuous process improvement activities.

Perform other qualified duties as assigned Knowledge & Skills Ability to develop and present senior staff-level briefings and management reports.

Demonstrated experience with process improvement approaches.

Experience in implementing management systems standards (ISO 14001, OSHA VPP, FAA SMS) Excellent communication, effective leadership and interpersonal skills.

Strong analytical and organizational skills.

Must be a US citizen, possess a US Passport and be able to pass a CBP full field five (5) year background investigation and/or a Secret clearance background investigation.

Valid driver’s license.

Must be able to read, write, and speak English.

nn Experience & Education nn Bachelor’s degree in safety hygiene, management or engineering preferred, or equivalent experience.

Eight (8) years progressively responsible experience in related field with a minimum of five (5) years of experience leading aircraft maintenance safety organizations with demonstrated results.

Knowledge of safety standards and general experience in dealing with environmental issues.

Previous experience working on CBP aviation programs Completion of OSHA 30 Hour General Industry course Certified LEAN and/or Six Sigma Black Belt OSHA Safety Professional Certifications with direct relevant experience.

Professional certifications as Associate Safety Professional (ASP)and Certified Safety Professional (CSP) nn Physical Requirements/Working Environment nn Physical Demands: Activities range from, an office-like environment with extensive sitting demands to a flight line-like environment with extensive climbing, standing, stooping, bending, pushing, kneeling, stretching, and walking demands.

May occasionally be required to lift objects whose weight exceeds 30 pounds.

Special vision abilities to perform this job are close vision, depth perception, and the ability to adjust and focus.

The range of work conditions vary from an office environment where there is little or no physical discomfort to a flight line environment where inclement weather may subject the individual to severe changes in temperature, wind, rain, etc.

May be required to work in areas where high noise hazards prevail.

May be exposed to fumes, airborne particles, and electrical shock hazards.

OCONUS temporary assignments living and working conditions could be remote and uncomfortable.

Personnel should be aware of deploying on short notice and under adverse conditions.
